Both people must come to the courthouse together. No exceptions. Each person needs a valid government-issued photo ID. A driver's license, state ID, or passport works fine. If you were born outside the United States, bring your passport or immigration papers along with an English translation if needed.
If either person has been married before, bring the final divorce decree or a death certificate for the former spouse. The court will not issue a license without this. Georgia requires proof that any prior marriage has been legally ended.
You must be at least 18 to get a marriage license. A 17-year-old can apply only with proof of emancipation and a premarital education certificate. No one under 17 can get a license in Georgia for any reason. Blood tests have not been needed since 2003.
